CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with The Jamar Company for Lake Superior Zoo brown bear exhibit life support system for a total amount not to exceed $443,350, payable from fund 452-030-5530-HANDHTAX-1502 (tourism & recreational projects; finance; improvements other than buildings; half & half tax projects - zoo restoration).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with The Jamar Company for Lake Superior Zoo brown bear exhibit life support system for an amount not to exceed $443,350.

This contract is one of several in an integrated array of contracts to refurbish and repurpose a long vacant polar bear exhibit into new exhibits for brown bears and otters. Jamar will be responsible for furnishing and installing all piping, valves, filters, and controls for the life support systems in the bear and otter pools. Jamar bid four alternates, and the project will move forward with only alternates #1 and #2 as laid out below.

The brown bear and otter exhibits are part of the larger $3.8 million Bear Country project which also includes refurbished black bear and cougar exhibits. Bear Country is funded through a combination of $1.9 million in state bonding dollars and a $1.9 million local match from the half-and-half tourism tax. The entire project is on pace to come in on budget. In the event of budget overages, Lake Superior Zoological Society is responsible to pay 100% of any and all costs in excess of $3.8 million.

The new black bear and cougar exhibits are expected to open by the end of March of 2020. The target opening for the brown bear and otter exhibits is the end of summer 2020.
