CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an amendment, substantially in the form attached as exhibit A, with TKDA for additional professional services to complete the Fairmount Snowmobile Trail project, for an increase of $65,500 and a new total not to exceed $84,190, payable from 452-030-5530-HANDHTAX-1519 (Tourism & Recreational Projects, Finance, Improvements Other Than Buildings, Snowmobile Trails).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an amendment to the agreement with TKDA for additional professional design services for the Fairmount Snowmobile Trail Project. Additional professional services include design development, preparing construction bid documents, and providing construction administration.

The Fairmount Snowmobile Trail project will restore a flood-damaged section of Duluth's cross-town snowmobile trail located above the Fairmount neighborhood in western Duluth. The alternative route in use now travels through a flat, uninspiring section close to a residential neighborhood. The project will return the trail to its original, scenic route, beyond earshot from the neighborhood below.

The Fairmount Snowmobile Trail project is part of the larger St. Louis River Corridor Initiative to create destination-quality outdoor recreation facilities in western Duluth. The approximately $565,000 project is funded by a $250,000 DNR Regional Trail Program grant, a $140,625 Federal Recreational Trail Program grant, and $175,000 of half and half tourism tax funds that Council designated in 2015 for snowmobile trails.
