CITY PROPOSAL:
RESOLVED, that the city of Duluth supports the two grant applications made to the Minnesota Department of Natural Resources for a Federal Recreational Trail Equipment Program grant of up to $149,800 for snowmaking equipment at the Grand Avenue Nordic Center.

FURTHER RESOLVED, that the city of Duluth has the legal authority to apply for the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.

FURTHER RESOLVED, that Spirit Mountain Recreation Area will provide the required matching funds.

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes two applications to the Minnesota Department of Natural Resources for Federal Recreational Trail Equipment Program (FRTP) grant funds of up to a total of $149,800 to purchase additional snowmaking equipment for the Grand Avenue Nordic Center at Spirit Mountain Recreation Area. FRTP requires separate grant applications for each unit of equipment for which funding is requested. Each individual unit of equipment includes a pump, snowgun, and required hoses and accessories.

The grant-funded purchase of two pumps will increase total snowmaking capacity enabling both the Nordic Center and the alpine hill to open earlier. The capacity to open both facilities as early as possible is a critical revenue driver.

Spirit Mountain will provide the entire $108,750 local match for the project. The City of Duluth will not contribute financially.
