RESOLUTION APPROVING AGREEMENT FOR SERVICES WITH THE HOUSING AND REDEVELOPMENT AUTHORITY OF DULUTH (HRA) FOR THE PLANNING AND DEVELOPMENT DIVISION TO PROVIDE ENVIRONMENTAL REVIEW SERVICES FOR FEDERAL PROGRAMS.

CITY PROPOSAL:

 

RESOLVED, that proper city officials are hereby authorized to execute an agreement for services, substantially the same as Attachment 1, with the Housing and Redevelopment Authority of Duluth (HRA), to accept a total of $25,000 in year one of the agreement, and if extended, $25,000 in year two of the agreement, to provide environmental review services for HRA projects associated with requirements of the US Department of Housing and Urban Development (HUD).

 

FURTHER RESOVED, that the funding shall partially fund staffing to accomplish said services in the planning and development division, over a period of one year initially or two years if extended, said monies to be deposited into fund number 265-020-4654-02 (CD and Housing Administration, Planning, Other Reimbursements & Refunds).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution approves an agreement with the Housing and Redevelopment Authority of Duluth (HRA) for the services for one year initially, and two years if extended, to provide environmental review services for HRA projects, consistent with federal requirements for expenditures of federal funds within the city of Duluth. Under the agreement the HRA will provide the city with $25,000 per year.

 

The US Department of Housing and Urban Development (HUD) require an increased level of review for projects and maintenance to public housing assets such as multi-family buildings or scattered site housing. HUD has determined that the city, as the Responsible Entity under 24 CFR Part 58, “Local Government Review,” must make a determination, or an environmental finding, about such improvements.
