CITY PROPOSAL:
WHEREAS, the proper city officials are hereby authorized to accept a NOAA Coastal Program grant of $105,225. Funds to be deposited to 452-030-5530-HANDHTAX-1527-12 (tourism and recreational projects; finance; improvements other than buildings; half and half tax projects; neighborhood parks, Piedmont Park).
WHERAS, the city has authorization to sign the grant agreement substantially in the form of Exhibit A.
WHEREAS, the grant award will be used to make improvements to the stormwater management of Piedmont Recreation Area that will restore currently unusable recreational space of the park and contribute to the overall ecological health of the adjacent Miller Creek and the stewardship of the economically-important St. Louis River.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the acceptance of a $105,225 National Oceanic and Atmospheric Administration Lake Superior Coastal Program grant administered by the Minnesota Department of Natural Resources.

The grant will be used to pay for a portion of the cost to construct stormwater management improvements at Piedmont Community Recreation Area. Improvements will include removal of invasive species, replanting of native vegetation, slope stabilization, parking lot improvements, sediment reduction measures, and stormwater filtration.

The project is scheduled to be posted for bids in May. The estimated cost of the project is $208,000. The remainder of the cost will be paid for by a separate $119,616 State of Minnesota Clean Water Fund grant. Neither grant requires a cash contribution from the City of Duluth but half and half tourism tax funds assigned to the Piedmont site are available as a contingency.
