CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Johnson Wilson Constructors, Inc. for Wade Wheeler Athletic Complex site improvements for a total amount not to exceed $729,600, payable from fund 452-030-5530-HANDHTAX-1505 (tourism and recreational projects; finance; improvements other than buildings; half and half tax projects; Wade/Wheeler).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Johnson Wilson Constructors, Inc. for Wade Wheeler Athletic Complex site improvements for an amount not to exceed $729,600.

Improvements will include new ADA accessible sidewalks and ramps, a new ADA accessible gender-neutral restroom, repairs and ADA upgrades to the bocce facilities, renovation of sport courts to accommodate pickle ball and basketball as well as tennis, new softball dugouts, improved drainage at the Wade Stadium little league fields, replacement of five scoreboards, and improved site drainage & landscaping. Other Wade Wheeler improvements planned for 2020 outside of this contract include demo and replacement of a deteriorated maintenance garage, new fencing, wayfinding, and signage, and a new horseshoe facility. The improvements were identified and approved by citizens, stakeholders, Parks Commissioners, and the City Council in a 2015 mini-master plan. Subsequent stakeholder meetings identified specific improvements to prioritize for construction in 2020.

The project will be paid for by a $250,000 DNR Outdoor Recreation Grant and half and half tourism tax funds put aside for Wade Wheeler Athletic Complex that, per state law, may only be used to pay for capital improvements to public facilities that support tourism and outdoor recreation.
