RESOLUTION AMENDING RESOLUTION 19-0793, ADOPTING LICENSE, PERMIT, FINE, PENALTY AND OTHER CHARGES FOR 2020, TO PROVIDE A ONE-TIME REDUCTION IN CERTAIN LIQUOR LICENSING FEES DUE TO COVID-19.

 

Body

CITY PROPOSAL:

                     WHEREAS, Duluth City Code Section 31-6 provides that the city council shall consider the adjustment of all license fees to reflect changes in administrative and enforcement costs in accordance with appropriate economic indicators as determined by the city council; and

                     WHEREAS, due to the COVID-19 pandemic certain businesses have been restricted in their ability to open and provide on-sale alcohol, wine, and beer sales during the 2020-2021 licensing period.

                     THEREFORE, BE  IT RESOLVED, that based on the foregoing limitations due to COVID-19, Resolution 19-0793 adopting license, permit, fine, penalty and other charges for 2020, is hereby amended by reducing the liquor licensing fees listed on Exhibit A attached hereto;

                     FURTHER RESOLVED, that the following reductions shall be in place for 2020-2021 licensing renewals only and that said fees shall revert to the fees established in Resolution 19-0793 upon license renewal in 2021;

                     FURTHER RESOLVED, that the City Clerk is hereby authorized to issue license refunds as may be necessary following adoption of the new fees.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to provide a reduction in certain on-sale liquor licensing fees for the 2020-2021 licensing period due to the COVID-19 pandemic.
