CITY PROPOSAL:
RESOLVED, that the city council hereby authorizes amendment to the 2015 annual action plan adopted by resolution 15-0074R to remove the employment services program project by CHUM from the Community Development Block Grant (CDBG) program; and
FURTHER RESOLVED, that the proper city officials are hereby authorized to reprogram $77,428 from the 2015 and 2018 CDBG program funds for the Decker Dwellings Project with changes to the program year budget as follows:

FURTHER RESOLVED, that approval of said program amendments authorizes execution of appropriate agreements with recipient agencies consistent with the annual action plan and other HUD requirements.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes amendment to the 2015 annual action plan and reprogramming of $74,428 in CDBG program funds for the Decker Dwellings Project. The 2020 annual action plan adopted the Decker Dwellings project by One Roof Community Housing Organization, a Community Housing Development Organization (CHDO), to construct a new 42-unit apartment building for low to moderate income households. Rental units will be affordable to households earning 60% or less of the area median income. Four of the units will be reserved for households experiencing homelessness and five ADA accessible units will be reserved for people with disabilities. There will be a total of nine Section 8 units. Since the project first applied for funding, the costs of construction have increased. The additional $77,428 in CDBG funds will cover a portion of these costs.
The CHUM Employment Services Program is being removed from the 2015 annual action plan because the sub-recipient made program changes and began collaborating with other agencies to provide employment services to their participants. The available 2018 CDBG funds are remaining from projects that were completed under budget.
The Community Development Committee conducted a public hearing and recommended city council approve said amendments at its May 5, 2020 meeting. This substantial amendment to the annual action plan for the FY 2015 community development programs was completed in accordance with the Community Development Citizen Participation Plan, by holding a public hearing and providing a 30-day public comment period, which ran from April 5, 2020 - May 4, 2020. No comments were received at the public hearing or during the commend period.
