CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute a development and operation agreement, substantially the same as the agreement attached as Exhibit 1, with the Duluth Climbers Coalition, for the construction, operation, and maintenance of ice farming infrastructure, at no cost to the city.

Statement of Purpose
STATEMENT OF PURPOSE: On May 9, 2016, the City Council approved the Quarry Park Mini-Master Plan. Among other recommendations, the plan directed that "a formal partnership between the Duluth Climber's Coalition (DCC) and the City will be created to outline the management and operations expectations for ice farming." This resolution authorizes the agreement prescribed in the Council-approved Quarry Park Mini-Master Plan. Under the agreement, DCC will construct, operate, and maintain ice farming infrastructure at Quarry Park.

The concentration of natural ice formations at Quarry Park attracts climbers from throughout the Midwest and beyond. DCC desires to enhance Quarry Park for visitors and residents by constructing and operating an ice farming system that will ensure consistent ice and increase the climbing possibilities for beginner and intermediate climbers. "Ice Farming" is the process of supplementing the natural water already seeping between the soil and bedrock at the top of the quarry with the goal of generating additional ice on the cliffs below.

Under the terms of this agreement, DCC will construct, operate and maintain all of the ice farming infrastructure except a water service line connecting to the City water main to be installed by the City.
