CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with JMF Construction, Inc. for the repair of ten manholes for Duluth Energy Systems for an amount not to exceed $391,000, payable from fund 540-920-1499-5530 (steam; steam department; steam non-operating; improvements other than buildings).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with JMF Construction, Inc. for the repair of ten manholes for Duluth Energy Systems for a time and materials amount not to exceed $391,000.
This project is for the repair of steam system manholes that are failing or require maintenance. Purchasing issued an Invitation for Bids on May 20, 2020. JMF Construction, Inc. submitted the only responsive bid of $391,000, which is lower than the engineer’s estimate of $400,000.
