RESOLUTION REVOKING AND ESTABLISHING VARIOUS MUNICIPAL STATE AID STREETS.

CITY PROPOSAL:

RESOLVED, that the city of Duluth established the initial Municipal State Aid System of streets by resolution approved on October 28, 1957, under provisions of Minnesota Laws 1957, Chapter 943.

 

FURTHER RESOLVED, that it now appears that revisions to the Municipal State Aid System are necessary.

 

FURTHER RESOLVED, that portions of the streets described as follows be, and hereby are, revoked as Municipal State Aid Streets of the city of Duluth, subject to the approval of the Commissioner of Transportation of the State of Minnesota:

 

                     Waseca Industrial Road from Raleigh Street to South 59th Avenue West

                     East First Street from 14th Avenue East to 24th Avenue East

                     East Second Street from 21st Avenue East to 24th Avenue East

 

FURTHER RESOLVED, that portions of the streets described as follows be, and hereby are, established as Municipal State Aid Streets of the City of Duluth, subject to the approval of the Commissioner of Transportation of the State of Minnesota:

 

                     West Superior Street from 19th Avenue West to 22nd Avenue West

                     Eklund Avenue from Swan Lake Road to Maple Grove Road

                     First Avenue East from East Seventh Street to East Ninth Street

                     East Ninth Street from First Avenue East to Mesaba Avenue (TH 194)

                     Fourth Avenue East from East Superior Street to East Fourth Street

                     36th Avenue East from London Road (TH 61) to East Superior Street

 

FURTHER RESOLVED, that the city clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for consideration, and that upon his or her approval of the designation of said roads, that same be constructed, improved and maintained as Municipal State Aid Streets of the City of Duluth, to be numbered and known as Municipal State Aid Streets.

                     

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution will authorize changes to the city’s Municipal State Aid (MSA) routes.  The city proposes to remove three existing MSA routes and establish several others in order to maximize the annual allocation from MnDOT.  The three segments proposed for removal include Waseca Industrial Road, East First Street and East Second Street.  In 2018 Waseca Industrial Road was added to the MSA system because the city had received a TED grant from the state for construction.  The grant was not enough to pay for the road project and had to be returned.  First Street is proposed for removal from the State Aid system because the conversion from one-way to two-way traffic necessitates that parking be designated as alternate side.  The current width does not meet state aid standards for alternate side parking and therefore the MSA designation needs to be revoked.  In order to maintain the MSA system of pairs on one-way streets, the corresponding MSA designation on Second Street needs to be revoked as well.  Second Street will remain one-way, but the segment needs to be removed from the state aid road system.

 

The roads proposed for establishment were chosen based upon three criteria:

 

1.                     Connectivity to existing State, County or Municipal State Aid Routes

2.                     Need for road improvement

3.                     Traffic volume

 

The city is limited in the total number of miles it is able to designate as MSA routes.  The proposed revocations total approximately 1.63 miles, and new routes to be established total 1.54 miles.  The city currently has 0.35 miles eligible to be designated as a State Aid route, resulting in an unassigned balance of .44 miles if this resolution is approved.
