CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an amendment, substantially in the form attached as Exhibit A, with TRC Environmental Corporation (TRC) for additional engineering services for the Congdon Boulevard stormwater outfalls as part of the lakewalk and shoreline repairs from the October 2018 storm, for an increase of $21,640, and a new total not to exceed $597,211, payable from 225-125-1815-5310, Strm1018 (disaster recovery fund, finance, contract services, storm surge October 10, 2018).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an amendment to the agreement with TRC for additional engineering services including construction administration and inspection for the outfalls and shoreline restoration project near 7428 and 7825 Congdon Boulevard.

City staff do not currently have the capacity or expertise to provide the construction administration and inspection services necessary for the repair of this critical infrastructure. The damage to the shoreline and outfalls and subsequent erosion for additional rain and wind events has become so severe as to require immediate restoration in order to prevent damages to the foundation of Highway 61. TRC has both the manpower and expertise to provide the services needed and submitted a cost for the additional services at the City's request.

TRC's project cost sheet for this amendment is attached to Exhibit A.
