CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Wren Works, LLC for the outfall repairs near 7428 and 7825 Congdon Boulevard for a total amount not to exceed $166,389.65, payable from fund 225-125-1815-5310, Strm1018 (disaster recovery fund, finance, storm surge October 2018, contract services; storm surge October 10, 2018).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Wren Works, LLC for repair of the stormwater outfalls near 7428 and 7825 Congdon Boulevard for an amount not to exceed $166,389.65.

The stormwater outfalls and surrounding bank and shoreline near 7428 and 7825 Congdon Boulevard on the east end of Duluth were severely damaged in the October 2018 storm. The resulting loss of embankment attributed to ongoing erosion with each subsequent rain and wind event and the damage is close to threatening the foundation of Highway 61. Repairing the outfalls and the surrounding shoreline has become critical and is environmentally and structurally necessary.

This work is part of the federal disaster declaration from the October 2018 storm. The City is responsible for payment in full to the contractor, but it's difficult to predict what the federal emergency management agency (FEMA) will approve for each project. The best case scenario would result in the City being fully reimbursed by FEMA (75%) and the state (25%) and we are working closely with Homeland Security Emergency Management staff to try to reach this outcome. The worst case scenario would be a denial of some of the project with the City having to cover costs up to $106,000. It is anticipated that costs not covered by state or federal funds would be paid from the Storm Water Fund.
