RESOLUTION APPROPRIATING $300,000 TO SPIRIT MOUNTAIN RECREATION AREA AUTHORITY FOR ELIGIBLE PROJECT COSTS INCURRED WITHIN THE ST LOUIS RIVER CORRIDOR HALF AND HALF TAX PROJECT AREA

CITY PROPOSAL:
Whereas; Spirit Mountain Recreation Area Authority instituted a shutdown of all operations In the Spring of 2020 due to the public health emergency and has now developed a plan to reopen for the 2020/2021 winter ski season.
Whereas; Sprit Mountain Recreation Area Authority suffered substantial losses due to revenue shortfalls associated with the shutdown of operations, was ineligible for federal pandemic support, and does not have the resources to reopen its facilities.
Whereas; Spirit Mountain Recreation Area Authority is requesting $300,000 for assistance to reopen for the 2020/2021 winter ski season.
Whereas; Spriit Mountain Recreation Area Authority has incurred costs totaling $340,136 that qualify under state law for reimbursement by half and half tax funds designated for capital improvements to public facilities in western Duluth for the purposes of outdoor recreation and tourism.
Whereas, the City of Duluth substantially reduced the budget for the Spirit Landing half and half tax project in part to free up funds to pay for pandemic-related exigencies that may arise.
Whereas, the City of Duluth has $300,000 of funds in the St Louis River Corridor Spirit Landing project account that are now available to reimburse Spirit Mountain Recreation Area Authority for qualifying capital project costs.
Be it Resolved; that the city council hereby appropriates $300,000 from Fund 452-030-5530 Project HANDHTAX-1507 (Tourism and Recreational Projects, Finance, Improvements Other than Buildings, Half and Half Tax Projects, Spirit Landing) to Sprit Mountain Recreation Area Authority to reimburse the Authority for eligible project costs incurred.
