CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to amend contract L30293 with Northern Horizons Solway, Inc. for a steam converter system, increasing the amount by $570,999.84 for a new total contract amount not to exceed $2,791,425.84, payable from fund 540-920-1499-5530 (steam; steam department; steam non-operating; improvements other than buildings).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an increase in the amount of $570,999.84 to contract L30293 with Northern Horizons Solway, Inc. for the construction and installation of a skid-built packaged steam converter system (SCS) in the DES Plant, for a new total contract amount not to exceed $2,791,425.84.

 

Previous change orders authorized on this contract are as follows:

 

Change Order 1 in the amount of $187,539 was approved on April 3, 2020 for modifications needed to the steam plant first floor to ensure the requisite strength to support the SCS.

 

Change Order 2 in the amount of $127,000 was approved on June 8, 2020 to install an opening in the steam plant roof to allow for easier installation and future servicing of the SCS.

 

Change Order 3 in the amount of $213,002 was approved on August 8, 2020 for additional plans, modifications, materials, mobilizations and controls resulting from a relocation of the SCS due to conditions at the steam plant.

 

Change Order 4 in the amount of $43,458.84 is for the installation of DES provided materials to pipe from the heat exchanger (x3) relief valves (x2) to designated blow down separators which will address a safety issue. This Change Order will increase the contract amount over the 25% threshold requiring Council approval.
