CITY PROPOSAL:

RESOLVED, that the city of Duluth supports the grant application made to the Minnesota Department of Natural Resources for a State Park Road Account Program grant for up to $1,200,000 to reconstruct the Brighton Beach Road.

FURTHER RESOLVED, that the city of Duluth has the legal authority to apply for the money, and financial technical and management capacity to ensure proper planning and maintenance of the project.

FURTHER RESOLVED, that Duluth city council names the fiscal agent for the project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.

Statement of Purpose

STATEMENT OF PURPOSE:  The Brighton Beach Park is located adjacent to Lake Superior, and has suffered storm damage historically every ten years. The frequency of storm events has increased in recent years, causing damage every fall.  As a result, a park master plan was completed and approved. The plan abandoned the existing roadway along its current alignment, and moved the roadway to a higher elevation farther away from the lakeshore.  Further, the Lakewalk Trail extension would be located between the new roadway and the old roadway. 

Federal funding was secured for the trail extension, and it is currently under construction.  This results in the elimination of the roadway access starting this winter 2020/spring 2021. This grant application requests State Park Road Account funding to reconstruct a new road that will provide for one-way traffic through the park at the higher elevation; construct a new entrance at the SW corner of the park from Highway 61; and construct a new exit at the NE corner of the park at Congdon Boulevard (Northshore Scenic Byway).
