LOUIS COUNTY AND PROGRAM FOR AID TO VICTIMS OF SEXUAL ASSAULT FOR THEIR PARTICIPATION IN THE 2020 SAKI PROJECT: CITY OF DULUTH COLD CASE CAPACITY PROJECT.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $678,502, and to execute a grant agreement substantially the same as the attached Exhibit B.
FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a partner agreement, substantially the same as the attached Exhibit C, with St. Louis County and Program for Aid to Victims of Sexual Assault, Inc. for prosecutor services to facilitate successful prosecution of sexual assault cases and provide project coordinator, SANE, and victim advocate services; revenue to be deposited in Fund # 215-200-2233-4209-02 (Duluth Police Grant Programs, Police, 2020 SAKI Project - Cold Case, Direct Federal Grants Operating) and Expenses to be taken from Fund # 215-200-2233-5447 (Duluth Police Grant Programs, Police, 2020 SAKI Project - Cold Case, Payment to Other Govt. Agencies), Fund # 215-200-2233-5331 (Duluth Police Grant Programs, Police, 2020 SAKI Project - Cold Case, Travel/Training), and Fund # 215-200-2233-5700-10 (Duluth Police Grant Programs, Police, 2020 SAKI Project - Cold Case, Interfund Transfers Out to General Fund).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant whose budget is attached as Exhibit A in the amount of $678,502 from the Department of Justice, Bureau of Justice Assistance to support a multidisciplinary community response to enhance cold case sexual assault investigation capacity, increase the number of criminal sexual conduct cases referred to the St. Louis county Attorney’s office, and to integrate reforms developed by SAKI MDT into response to current sexual assault cased in each discipline. This is a new grant that covers a three-year period from October 1, 2020 through September 30, 2023 with the City as the fiscal agent. The City’s partners under the grant include St. Louis County and Program for Aid to Victims of Sexual Assault, Inc. (PAVSA). The services to be provided under the grant are more fully set forth in the grant documents and the Agreement between the City and its grant partners.
