LOUIS COUNTY AND PROGRAM FOR AID TO VICTIMS OF SEXUAL ASSAULT FOR THEIR PARTICIPATION IN THE 2020 SAKI PROJECT: CITY OF DULUTH LAWFULLY OWED DNA INQUIRY.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $662,659, and to execute a grant agreement substantially the same as the attached Exhibit B.

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute a partner agreement, substantially the same as the attached Exhibit C, with St. Louis County, and Program for Aid to Victims of Sexual Assault, Inc., and an agreement with the Minnesota Bureau of Criminal Apprehension, substantially the same as Exhibit D, to provide legal guidance on the lawful collection of DNA Samples from convicted felons, supplies to rapid analysis, and project coordinator services; revenue to be deposited in Fund # 215-200-2234-4209-02 (Duluth Police Grant Programs, Police, 2020 SAKI Project - Lawfully Owed, Direct Federal Grants Operating) and Expenses to be taken from Fund # 215-200-2234-5447 (Duluth Police Grant Programs, Police, 2020 SAKI Project - Lawfully Owed, Payment to Other Govt. Agencies), Fund # 215-200-2234-5331 (Duluth Police Grant Programs, Police, 2020 SAKI Project - Lawfully Owed, Travel/Training), and Fund # 215-200-2234-5700-10 (Duluth Police Grant Programs, Police, 2020 SAKI Project - Lawfully Owed, Interfund Transfers Out to General Fund).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes the proper city officials to accept a grant whose budget is attached as Exhibit A in the amount of $662,659 from the Department of Justice, Bureau of Justice Assistance to support a multidisciplinary community response to build a census of offenders who lawfully owe DNA and develop and implement a collection plan. This is a new grant that covers a three-year period from October 1, 2020 through September 30, 2023 with the City as the fiscal agent. The City’s partners under the grant include St. Louis County, Minnesota Bureau of Criminal Apprehension and Program for Aid to Victims of Sexual Assault, Inc. (PAVSA). The services to be provided under the grant are more fully set forth in the grant documents and the Agreement between the City and its grant partners.
