CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached Exhibit B, with St. Louis County pursuant to a 2019 Operation Stonegarden Grant, substantially the same as the attached Exhibit C from the U.S. Department of Public Safety, Homeland Security and Emergency Management Division, Bureau of Customs and Border Protection under which Operations Order the city shall perform services to protect and secure the international border and port of entry between St. Louis County and Canada from September 1, 2019 through August 31, 2022.
FURTHER RESOLVED, that the proper city officials are hereby authorized to accept reimbursement from St. Louis County for overtime and fringe benefits in the amount of $51,020 and equipment costs in the amount of $30,510 for a total reimbursement amount of $81,530, funds to be deposited in fund number 215-200-2297-4210-02 (Duluth Police Grant Programs, Police, Operation Stonegarden).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the city to enter into an agreement with St. Louis County, the fiscal agent and primary grantee of the 2019 Operation Stonegarden grant. Operation Stonegarden is a federal initiative which provides funding to increase law enforcement preparedness, operational readiness, and law enforcement presence to states bordering Canada. Reimbursement of funds in the amount of $51,020 from St. Louis County will support the Duluth Police Department adding overtime patrols to provide service under the Operations Order.
