CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to accept a grant and authorize the execution of a grant agreement, substantially in the form of the attached Exhibit A from the Duluth Superior Area Community Foundation, in the amount of $10,000, said funds to be deposited in fund 268, agency 031, organization 6228, (workforce development, grants division, miscellaneous grants), and committed for the purpose of providing support to help workforce development staff shift toward trauma-informed care in their work with Minnesota family investment program (MFIP) recipients and youth, acknowledging that trauma from personal experiences and institutional racism impacts the ability of individuals and families to successfully exit poverty.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the acceptance of a grant in an amount of $10,000 funded the Duluth Superior Area Community Foundation to serve two primary target populations. One is recipients of Minnesota family investment program (MFIP) who are receiving employment services through Duluth workforce development. These individuals are parents with children under the age of 18 who are living in poverty and are currently dependent on public benefits. About 45 percent are people of color, primarily African American and Native American. Roughly 25 percent are young adults under the age of 25. The second target population are youth and young adults ages 16 to 24 who are participants in our youth employment services (YES) Duluth program.
