Statement of Purpose

STATEMENT OF PURPOSE:  This resolution revises the HOME Investment Partnership Program portion of the 2020 Community Development Program. On November 9, 2020 HUD notified the city that an error in the federal allocation formula resulted in a decrease in the allocation to the city. The original allocation was approved with Resolution 20-0432R. The change in the allocation reduces the city’s HOME Program amount from $549,739 to $549,634, a difference of $105. The reduction will be made to the city’s Program Administration project budget. Per the City of Duluth Citizen Participation Plan this change is categorized as a minor change and does not require a public hearing or comment period, but does require city council to amend the originally authorized award amount to be accepted by the City from HUD.
