CITY PROPOSAL:
BE IT RESOLVED, that the city of Duluth hereby declares a need for the St. Louis county housing and redevelopment authority ("St. Louis county HRA") to exercise powers within the boundaries of the city of Duluth by providing $1,000,000 in funding to Churches United in Ministry/St. Francis Apartments, LLC, which is needed to purchase the Duluth Inn motel to provide short-term housing for individual experiencing homelessness who are particularly vulnerable to COVID-19. .

Statement of Purpose
STATEMENT OF PURPOSE: This resolution declares a need for the St. Louis county HRA to exercise powers within the city of Duluth by providing funding for a housing project within the boundaries of the city.

St. Louis county community assistance program has approved an investment of $1,000,000 into a Churches United in Ministry's (CHUM) project to purchase the Duluth Inn motel for conversion to transitional or short-term housing for individuals experiencing homelessness who are particularly vulnerable to COVID-19. The funds have been transferred to the St. Louis county HRA by the county board. The St. Louis county HRA board has approved a grant of $1,000,000 to CHUM/St. Francis Apartments, LLC.

Minnesota Statute, Section 469.005 Area of Operation, Subdivision 1, states: "a county authority...shall not undertake any project within the boundaries of any city...unless a resolution has been adopted by the governing body of the city declaring that there is a need for the county...authority to exercise its powers in the city."
