RESOLUTION APPROVING REALLOCATION OF 2020 CARES ACT FUNDING, MODIFYING $50,000 IN FUNDING FOR THE FAMILY COACH POSITION AT THE STEVE O’NEIL APARTMENTS PROJECT BY CHUM FROM THE EMERGENCY SOLUTIONS GRANTS PROGRAM (ESG-CV-1) TO THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG-CV-1) PROGRAM.

CITY PROPOSAL:

 

WHEREAS, the federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was signed into law on March 27, 2020 for the specific purpose of preventing, preparing for, responding to, and recovering from the impacts of the coronavirus pandemic (COVID-19); and 

 

WHEREAS, the secretary of HUD is authorized to make grants to cities and/or counties to finance local community development programs, approved in accordance with the provisions of Title I of said Act, as well as grants under the Cranston-Gonzales National Affordable Housing Act of 1990, as amended, (the HOME program) and the Stewart B. McKinney Homeless Assistance Act of 1987, as amended (the Emergency Solutions Grant - ESG - program);

           

WHEREAS, city council resolution no. 20-0578R adopted July 20, 2020, allocated ESG-CV-1 funds from the US Department of Housing and Urban Development (HUD) to utilize those funds in response to the COVID-19 emergency; and

 

WHEREAS, city council resolution no. 20-0577R adopted July 20, 2020, allocated CDBG-CV-1 funds from the US Department of Housing and Urban Development (HUD) to utilize those funds in response to the COVID-19 emergency; and

 

WHEREAS; the 2019 Annual Action Plan was amended to include CDBG-CV-1 and ESG-CV-1 funding allocations, and the Family Coach Position at the Steve O’Neil Apartments Project by CHUM was included as a program activity in the  2019 Action Plan;

 

                                          WHEREAS, the Family Coach Position at the Steve O’Neil Apartments Project will provide needed public services to residents with low incomes and is eligible for CDBG-CV-1 funds.

NOW, THEREFORE, BE IT RESOLVED, the city is authorized to reallocate $50,000 from the Coronavirus Aid, Relief, and Economic Security Act (CARES ACT) for Emergency Solution Grant (ESG-CV-1) to the Community Development Block Grant (CDBG-CV-1) with changes to the programs budget as follows:

BE IT FURTHER RESOLVED, that the appropriate city officials are authorized to execute the appropriate agreement with this agency upon receipt of HUD funds.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the reallocation of $50,000 in 2020 Coronavirus Aid, Relief, and Economic Security Act (CARES ACT) funds. The Family Coach Position at the Steve O’Neil Apartments Project by CHUM was originally funded with Emergency Solution Grant (ESG-CV-1) funding. However, it has subsequently been determined that the program is eligible and a better fit for Community Development Block Grant (CDBG-CV-1) funds. The available $50,000 in funding within the CDBG-CV-1 program was maintained as program reserve funding to address unexpected needs in pandemic response. As such, the funding is unallocated and will not result in less funding for any other projects.

 

It is anticipated that the additional $50,000 available to the ESG-CV-1 made available as part of this modification will be directed for pandemic response in a future resolution.

The resolution reallocates funds by project for the CDBG-CV-1 and authorizes a contract for the activity upon completion of the environmental review process.
