RESOLUTION AUTHORIZING A DECREASE OF $851 FY 2021 HOME INVESTMENT PARTNERSHIP (HOME) PROGRAM.

CITY PROPOSAL:
RESOLVED, that the city council hereby decrease the total expenditure of the 2021 HOME Program by an amount of $851 due to a decrease in the allocation to the city by HUD from the original estimate of $549,000 to the final HUD award of $548,149 and authorizes changes to contracts as set forth below:

Statement of Purpose
STATEMENT OF PURPOSE: This resolution finalizes the 2021 HOME Investment Partnership Program portion of the Community Development program. The city budgeted $549,000 for the FY 2021 HUD award to the HOME program in Resolution 21-0079R. The federal Department of Housing & Urban Development (HUD) officially notified the city of the FY 2021 HOME allocation on February 25, 2021 for the program year that runs from April 1, 2021 through March 31, 2022. The award letter from HUD awarded $548,149 to the HOME program, which is a decrease of $851 from the anticipated amount. A public comment period was held from December 19, 2020 to January 18, 2021 and a public hearing on January 5, 2021. The committee’s recommendation and initial council resolution included a funding contingency plan that set the amounts included in this resolution.
