RESOLUTION AUTHORIZING ACCEPTANCE FROM THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY FOR AN ADVANCE ASSISTANCE HAZARD MITIGATION GRANT OF $285,977.25 FOR COASTAL INFRASTRUCTURE ASSESSMENT.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to accept an award of $285,977.25 from the Department of Homeland Security for the Advance Assistance Hazard Mitigation Program, substantially in the form of Exhibit 1. Said funds to be deposited into 225-125-1815-STRM1018 (Disaster Recovery Fund, Finance, Storm Surge October 2018, Surge October 10, 2018).
FURTHER RESOLVED, the city of Duluth has the legal authority to receive the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.
FURTHER RESOLVED, the city will pay $47,662.88 which is half of the required twenty-five percent match from fund 225-125-1815-STORMAA (Disaster Recovery Fund, Finance, Storm Surge October 2018, Surge October 10, 2018) and enter into an cooperative agreement with Saint Louis County for the remainder of the required match.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this project is to prepare local governments on the coast of Lake Superior in St. Louis County, Minnesota to cost-effectively increase the resilience of coastal infrastructure to endure in the face of climate-driven increases in the frequency and severity of coastal storms. The project will fulfill this purpose by assessing the long term vulnerability of coastal infrastructure to storm damage, developing cost-effective mitigation remedies for vulnerable assets, and preparing competitive project implementation grant applications for qualifying projects.
