Statement of Purpose

STATEMENT OF PURPOSE: The purpose of this project is to prepare local governments on the coast of Lake Superior in St. Louis County, Minnesota to cost-effectively increase the resilience of coastal infrastructure to endure in the face of climate-driven increases in the frequency and severity of coastal storms. The project will fulfill this purpose by assessing the long term vulnerability of coastal infrastructure to storm damage, developing cost-effective mitigation remedies for vulnerable assets, and preparing competitive project implementation grant applications for qualifying projects.

The City of Duluth and St Louis County have both experienced significant damage to public infrastructure on the shore of Lake Superior in recent storm events. Therefore they have mutually decided to share costs and expertise on this project and will partner on this endeavor in accordance with the terms and conditions of the cooperative agreement authorized under Resolution 21-0240.

One major focus area will be public infrastructure along Congdon Boulevard/County State Aid Highway 61 where park amenities, scenic pull-offs, picnic areas, parking lots, the road itself, and integrated stormwater infrastructure have incurred progressive harm from shoreline erosion and are vulnerable to eventual failure.

The total local match requirement for the project is $95,325.75 which may be met through in-kind contributions of staff time as well as cash expenditures. The City of Duluth and St. Louis County have agreed to split the local match costs 50/50. The resultant City match for the project is $47,662.88.
