CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with A Plus Contractors for reconstruction of the Fairmount Snowmobile Trail for a total amount not to exceed $181,570.00, payable from fund 452-030-5530-HANDHTAX-1519 (tourism & recreational projects; finance; improvements other than buildings; half & half tax projects; snowmobile trails).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with A Plus Contractors for reconstruction of the Fairmount Snowmobile Trail for an amount not to exceed $181,570.00.

Restoration of approximately 1.4 miles of snowmobile trail damaged by the 2012 flood including culvert replacement, stormwater improvements, vegetation establishment, span culverts, establishment along the route. Initial clearing of the trail alignment will be completed by snowmobile club prior to construction.

Since the 2012 flood, snowmobile traffic through this area has been rerouted to a temporary trail much closer to the Fairmont neighborhood where snowmobiles can sometimes cause significant noise disturbance.

Restoration of the trail will deliver multiple benefits:
1) The project will return snowmobiles to their original, more scenic, route along the top of the hill.
2) Relocation of snowmobiles to the top of the hill will eliminate nuisance noise to the adjoining neighborhoods.
3) Relocation of snowmobiles from the edge of the neighborhood will permit Planning and Economic Development to continue pursuing a multi-family residential development on City property adjoining the neighborhood.

The project will be paid for by a $140,625 grant from the Federal Recreational Trail Program and $40,945 from the Park Fund capital budget.
