CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with KTM Paving for multiuse trail bridges for a total amount not to exceed $557,270.80, payable from fund 452-030-5530-HANDHTAX-1519 (tourism & recreational projects; finance; improvements other than buildings; half & half tax projects; snowmobile trails).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with KTM Paving for multiuse trail bridges for an amount not to exceed $557,270.80.

Contract will include:
1) Replacement of multiuse trail bridge at Kingsbury Creek above the zoo including grading, clearing, demolition, cast in place bridge abutments, pre-fabricated steel truss bridge structures and site restoration.
2) Purchase of pre-fabricated bridge structure at Knowlton Creek east of Spirit Mountain, including temporary placement on timber matting and grading of approaches.

The new bridges will replace those damaged in the 2012 flood. They will deliver multiple benefits:
1) The bridges are necessary for three trail systems to proceed across the City - the Superior Hiking Trail, the bike-optimized Duluth Traverse trail, and the state snowmobile trail.
2) The bridges will allow snowmobiles to return to their original, more scenic, route along the top of the hill.
3) Relocation of snowmobiles to the top of the hill will eliminate nuisance noise to the adjoining neighborhoods.
4) Relocation of snowmobiles from the edge of the neighborhood will permit Planning and Economic Development to continue pursuing a multi-family residential development on City property adjoining the neighborhood.

The project will be paid for by a $250,000 State of Minnesota Regional Trails Program grant, $145,333 in half and half tax tourism tax proceeds, $126,000 from the Park Fund capital budget, and $35,937.80 from the Property, Parks...
