CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Gardner Builders for phase II of multi-year City Hall renovations to include ground, third, and fourth floors for a total amount not to exceed $1,496,800.07, payable from funds as follow:

$594,350.00 450-030-5520-CP2020-2002B (capital improvements; finance; buildings and structures; 2020 capital improvement projects; city hall)

$902,450.07 450-030-5520-CP2021-2102B (capital improvements; finance; buildings and structures; 2021 capital improvement projects; city hall)


Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Gardner Builders for phase II of multi-year City Hall renovations to include ground, third, and fourth floors for an amount not to exceed $1,496,800.07.

Parts of City Hall's first, second, and third floors were renovated in recent years. This project will continue the process by updating other areas of the 94-year-old building and accomplish three things:

1) Replacement of antiquated buildings systems including lighting, electrical, and IT systems that are inefficient, noncompliant, and/or insecure.
2) Replacement of deteriorating building materials including carpeting, ceiling tiles, and paint.
3) Improvement of space allocation. Office spaces will be reconfigured to use space more efficiently and improve access to public-facing services.

The project will be completed in phases to minimize disruption. Existing infrastructure will be retained where possible to reduce costs.

Purchasing issued an Invitation to Bid on February 25, 2021, and received two bids as listed below. Gardner Builders submitted the lowest responsive bid.
