RESOLUTION AUTHORIZING AN AGREEMENT WITH AMI CONSULTING ENGINEERS FOR PRE-DESIGN ENGINEERING SERVICES FOR SHORELINE REHABILITATION 7TH TO 21ST AVENUE EAST AND BRIGHTON BEACH FOR AN AMOUNT NOT TO EXCEED $72,000.25.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an agreement with AMI Consulting Engineers for pre-design engineering services for shoreline rehabilitation 7th to 21st Avenue E and Brighton Beach for an amount not to exceed $72,000.25, payable from fund 450-030-5530-CP450-20BOND-LKWALK (capital improvements; finance; improvements other than buildings; capital projects - other fund contributions; MN state bonds 2020; Lakewalk shoreline hazard mitigation).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with AMI Consulting Engineers (AMI) for pre-design engineering services for shoreline stabilization from 7th to 21st Avenue E and at Brighton Beach. The scope of this contract is limited to the immediate shoreline area. A separate landscape architecture contract will provide pre-design services for trail and flat surfaces immediately inland.

The purpose of the agreement is to sufficiently define this portion of the City’s 2020 state bonding project to enable the City to enter into a formal agreement for use of state bonding funds. Deliverables will include conceptual designs and construction cost estimates for the entirety of the specified shoreline.

Purchasing issued a Request for Proposals on March 24, 2021 with the goal of qualifying multiple firms. Three proposals were received by the due date. The proposals were evaluated by a team of City staff, and all three proposals were deemed qualified. AMI received the highest ranking when both technical and cost evaluations were completed and is recommended for award of the primary contract.
