Title
RESOLUTION AUTHORIZING AN AGREEMENT WITH LHB, INC. FOR LANDSCAPE ARCHITECTURAL PRE-DESIGN SERVICES FOR DULUTH LAKEWALK AND BRIGHTON BEACH FOR AN AMOUNT NOT TO EXCEED $48,023.00.

Body
CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement with LHB, Inc. for landscape architectural pre-design services for Duluth Lakewalk and Brighton Beach for an amount not to exceed $48,023.00, payable from fund 450-030-5530-CP450-20BOND-LKWALK (capital improvements; finance; improvements other than buildings; capital projects - other fund contributions; MN state bonds 2020; Lakewalk shoreline hazard mitigation).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with LHB, Inc. for landscape architectural pre-design services for the Duluth Lakewalk from 7th to 21st Avenue E and Brighton Beach.

The scope of this contract is limited to the relatively flat green space inland of the rocky shoreline. A separate coastal engineering contract will address the stabilization of the shoreline. Firms selected for each scope will be required to work together to coordinate and integrate their pre-design work.

The purpose of the agreement is to sufficiently define this portion of the City's 2020 state bonding project to enable the City to enter into a formal agreement for use of state bonding funds. Deliverables will include conceptual designs and construction cost estimates for the entirety of the specified shoreline.

Purchasing issued a Request for Proposals on March 24, 2021 with the goal of qualifying multiple firms. Eight proposals were received by the due date. The proposals were evaluated by a team of City staff, and seven proposals were deemed qualified. LHB received the highest ranking when both technical and cost evaluations were completed and is recommended for award of the primary contract.
