CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter the Agreement for Design and Construction of Road and Utility Work, Phase II, 2nd Street-4th-6th Avenues East, Regional Exchange District, a copy of which is attached hereto as Exhibit A, with St. Mary's Duluth Clinic Health System, DBA Essentia Health East, a Minnesota nonprofit corporation ("SMDC"), for the reconstruction of East 2nd Street from 4th Avenue East to 6th Avenue East as part of the infrastructure work required for the implementation of the Regional Exchange District Project.
Statement of Purpose
STATEMENT OF PURPOSE: the purpose of this resolution is to authorize an agreement with SMDC for the reconstruction of East 2nd Street from 4th to 6th Avenues East as part of the RED project.
The work will include total reconstruction of the street and utilities including steam and hot water heating utilities and will also include new signalization and fiber optic infrastructure. The cost of the project is estimated to be $5,361,182.78 with those costs being paid by the State pursuant to the special legislation approved in 2019.
