CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to enter into an agreement, substantially in the form attached as Exhibit A, with Ramboll US Consulting, Inc. for coastal infrastructure resilience research and development services to address bank collapse on the north shore and Minnesota Point as a result of storm surges for a total amount not to exceed $294,500, payable from fund 225-125-1815-5310-STORMAA (Disaster Recovery Fund; Finance; Storm Surge October 2018; Contract Services; Advance Assistance - Mitigation of Shoreline Storm Damage).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Ramboll US Consulting, Inc. to research, identify and demonstrate economically feasible methods for reducing shoreline erosion and failure and corresponding infrastructure risks along the North Shore of Lake Superior, from Brighton Beach to the French River, and select areas on Minnesota Point, as well as provide data and recommendations, including asset protection, that could be used in similar situations and locations along the lakeshore. Ramboll is highly qualified to develop engineering solutions and preliminary designs for managing shoreline risks for the City. Ramboll’s North American division includes over 2,000 personnel, including coastal experts in site characterization, risk assessment, engineering design, construction management, performance monitoring, treatment system operation and maintenance, and habitat restoration.
The Minnesota Department of Public Safety - Division of Homeland Security and Emergency Management submitted a successful application to FEMA for the Hazard Mitigation Grant Program Advanced Assistance (HMGP-AA) on behalf of the City of Duluth as sub applicant. HMGP funds are available to reduce or the eliminate risk to property and loss of life from future natural disasters. Duluth received $285,977.25 to provide analysis and recommendations for remediation for shoreline areas that are at risk from future storms. The proposed sections are the North Shore from Brighton Beach to the French River and the soccer field on Minnesota Point. HMGP requires a 25% match of $94,326.75 that will be met with City of Duluth in-kind staff time/materials and $47,163.38 funds drawn from 225-125-1815-STRM1018 (Disaster Recovery Fund, Finance, Storm Surge October 2018, STRM1018-Storm Surge October 10, 2018) and a cash match from St. Louis County of $47,163.38, for a combined total of $94,326.75.
Purchasing issued a Request for Proposals on April 7, 2021 and received three responses. After a thorough evaluation, the proposal submitted by Ramboll US Consulting, Inc. received the highest score and is recommended for award. The names of the responding firms and their scores are listed below.
