CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement with TKDA for Spirit Mountain chalet and campground predesign services for an amount not to exceed $102,500, payable from fund 450-030-5441 CP450-SPMNT subject to commitment from the Spirit Mountain Recreation Authority Board to reimburse the city for the full amount of the contract.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with TKDA to be paid for by Spirit Mountain Recreation Authority for Spirt Mountain chalet and campground predesign services for an amount not to exceed $102,500. Council authorization to execute the agreement is contingent upon anticipated commitment from the Spirit Mountain Recreation Authority Board to reimburse the city for the full amount of the contract. The City will not execute the agreement until that commitment is received.

TKDA will prepare a predesign report that will be presented to the State of Minnesota later this year in support of a planned 2022 capital budget request for the renovation of the chalet located at Spirit Mountain. The predesign study will evaluate the condition of the Spirit Mountain chalet and campground and develop conceptual designs for renovation of both, including cost estimation and analysis of the following:
1) Chalet operations, budget, and functional layout
2) Building and site accessibility and life safety code compliance
3) Building structural, mechanical, electrical, and food service systems; including identification of energy efficiency opportunities
4) Storm water run-off, utilities, and site circulation, including; vehicular and pedestrian circulation, deliveries, service vehicles, and parking
