A RESOLUTION DISTINGUISHING THE DWP TRAIL FROM THE CROSS CITY TRAIL

CITY PROPOSAL:
RESOLVED THAT, for official purposes, the DWP Trail will refer to the entirety of the 7.5-mile multi-use trail located on the former Duluth Winnipeg and Pacific railroad grade above Grand Avenue from Greene Street to the intersection of Becks Road and W Skyline Parkway, including that easternmost portion from Greene Street to the Lake Superior Zoo that has, in recent years, been referred to as part of the Cross City Trail, and is included in the Cross City Trail Mini-Master Plan approved on March 27, 2017 by Council Resolution 17-0231R.
FURTHER RESOLVED THAT, for official purposes, the Cross City Trail (CCT) will refer only to that multi-use trail connecting West Railroad Street in Canal Park to the beginning of the Munger State Recreation Trail at Pulaski Street, and located entirely below Grand Avenue in West Duluth.
FURTHER RESOLVED THAT, for official purposes, connections between the DWP and CCT at Keene Creek and Kingsbury Creek shall be referred to as connectors that will be neither parts of the CCT nor parts of the DWP Trail.
FURTHER RESOLVED THAT, securing financing for completion of the CCT, as defined above, shall be prioritized over financing the DWP and connectors with the allowance that the City may, without delay, pursue recreational funding not available for CCT construction to complete a minimal Phase I crushed stone DWP trail connection from the Lake Superior Zoo to Spirit Mountain and an ADA compliant paved trail from the Grand Avenue Chalet across Grand Avenue to the Munger State Recreational Trail, as described in the DWP Technical Standards and Trail Use Plan approved on March 25, 2019 by Council Resolution 19-0183R.
FURTHER RESOLVED THAT, upon completion of the CCT, as defined above, the City intends to proceed with constructing the connectors at Keene Creek and Kingsbury Creek as indicated in the Cross City Trail Mini-Master Plan approved on Mar...
