RESOLVED, that the proper city officials are hereby authorized to execute an agreement with Design Workshop, Inc. for Duluth Parks, Recreation and Open Space Master Planning services for an amount not to exceed $203,275, payable from fund 205-130-1220-5310-CM205-MISCPK-21MSTR (Parks Fund, Community Resources, Parks Capital, Contract Services, Parks Capital, Miscellaneous, 2021 Master Plan). Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes an agreement with Design Workshop, Inc. for Duluth Parks, Recreation and Open Space Master Planning services. The Master Plan will guide system-wide decision making for the next decade. This will be a 12-month process and will include a comprehensive review of Duluth’s park, recreation and open space infrastructure, as well as an examination of programming, operations, maintenance and finances. The project will include significant public and stakeholder engagement, with a focus on inclusion and equity. Plan recommendations will account environmental, fiscal and operational sustainability, as well as climate change and natural disaster resiliency.
Purchasing issued a Request for Proposals on April 7, 2021 with the goal of qualifying multiple firms. Six proposals were received by the due date, and evaluated by a team of City staff. Proposal scores are identified below. The three highest scoring firms were selected for interviews. Following the interviews, Design Workshop, Inc. received the highest ranking and is recommended for award.
