RESOLUTION APPROVING A DEVELOPMENT AGREEMENT BETWEEN THE CITY OF DULUTH AND BEN & ADELINE GRAMS, FOR THE DEMOLITION AND DEVELOPMENT OF 2309 WEST 4TH STREET.

CITY PROPOSAL:

                     Resolved, that the City Council does hereby approve the development agreement between the City of Duluth (“City”) and Ben & Adeline Grams (“Developer”), substantially in the form of that attached as Exhibit A, related to the 2309 West 8th Street residential demolition and development located at 2309 West 8th Street in Duluth, Minnesota. 

 

Statement of Purpose

STATEMENT OF PURPOSE: The purpose of this resolution is to obtain the City Council’s approval of the development agreement between the City of Duluth and Ben & Adeline Grams for the demolition and development of 2309 West 8th Street project located at 2309 West 8th Street in Duluth, Minnesota. The project will be located on property currently occupied by a blighted building that has been condemned for human habitation.

 

The Development Agreement provides for the demolition of the structure and subsequent development of the property resulting in a minimum of one 2-bedroom unit. This unit will remain available at 80% or less of the Area Median Income for a minimum of 10 years, as posted annually by the Minnesota Housing Finance Agency. Previously allocated 2018 CDBG Blight Removal funds will provide payment for the demolition directly to the contractor after an RFP process to award the demolition project.
