CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute a one-year lease agreement, substantially the same as the agreement attached as Exhibit 1, with Lifehouse, for the use of space in the Washington Recreation Center; funds received under this agreement shall be deposited into Fund 110-121-1222-4622 (general fund, public administration, facilities management, rent of buildings).

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a one-year lease agreement with Lifehouse for use of space in the Washington Recreation Center to continue youth programming and related services previously provided by The Hills. Programming will be provided after school and during the summer and include safe, structured, age-specific, supervised learning activities (the "Services"). The Services offer academic achievement, cultural awareness, monitoring, healthy lifestyle development, social skill development, physical recreation activities, and service learning opportunities.

The Hills has been operating the Services in the Washington Center for a number of years. The Hills formally terminated their lease agreement as of June 25, 2021.

In consideration of the value of the Services to the community, the City previously charged the Hills rent set at 40% of the estimated market value of the space (or $1,283.67 per month). In consideration of the continued value of the Services and the challenge of assuming responsibility for the Services on short notice, the City will charge Lifehouse half that amount (or $641.83 per month) for the first six months, before returning to $1,283.67 per month for the remainder of the lease.
