RESOLUTION APPROVING LAWS OF MINNESOTA 2021, 1ST SPECIAL SESSION, CHAPTER 9, SECTION 1, AMENDING LAWS OF MINNESOTA 2019, 1ST SPECIAL SESSION CHAPTER 6, ARTICLE 10, SECTIONS 2-6 PERTAINING TO THE REGIONAL EXCHANGE DISTRICT IN THE CITY OF DULUTH PURSUANT TO MINNESOTA STATUTES SECTION 645.021 SUBDS 2 AND 3.

 

Body

CITY PROPOSAL:

                     WHEREAS, the Minnesota legislature has passed Laws of Minnesota 2019, 1st Special Session Chapter 6, Article 10, Sections 2-6 (the “special law”) establishing a regional exchange district in the city.

                     Whereas, the Minnesota legislature passed Laws of Minnesota 2021, 1st Special Session, Chapter 9, Section 1 ( the “amendment”) amending the special law.

                     WHEREAS, the amendment requires approval by a majority of the city council before it becomes effective pursuant to Minnesota Statutes Section 645.021 Subds. 2 and 3.

THEREFORE BE IT RESOLVED, that Minnesota Laws 2021, 1st Special Session, Chapter 9, Section 1, is hereby approved.

                     FURTHER RESOLVED, that the city clerk shall promptly file with the secretary of state the certification required by Minn. Stats. Sec. 645.021, subd. 3.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution provides the required approval of the special state law, Laws of Minnesota 2021, 1st Special Session, Chapter 9, Section 1 that amended the legislation that established and funded of the Duluth Regional Exchange District.

 

The amendment clarified some fund use issues and allowed reallocation of previously-approved funds among various projects.
