Statement of Purpose

STATEMENT OF PURPOSE:  This resolution amends contract L30221 with MSA Professional Services, Inc. by $360,268.  This amendment is necessary due to the change in scope of service by adding design services due to additional scope discovered during the design phase. This will be an hourly, not to exceed increase. Additionally, the amendment is necessary due to adding surveying, construction administration, and inspection services to the project.  If the city does not require the full extent of services, it will not be invoiced.  However, if the scope of mitigation is greater than the estimate, future amendments will be brought forward if needed.  Funding for this project will be through the Minnesota Public Facilities Authority’s Drinking Water Revolving Fund. Due to the complexity of the project, the city requested the services of a consultant engineer.
