CITY PROPOSAL:

WHEREAS, the city of Duluth is a regulated Municipal Separate Storm Sewer System under the MS4 permitting process, which requires public education and outreach to teach citizens about better stormwater management.

 

BE IT RESOLVED, that the proper city officials are hereby authorized to accept a Minnesota DNR/coastal Program Short Term Action Request (STAR) Grant of up to $9,171, with a 20% match from the city, from the Minnesota Department of Natural Resources to carry out stormwater outreach activities.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to accept a STAR grant from the Minnesota Department of Natural Resources in an amount up to $9,171for the purpose of hosting a “Lake Superior Stormwater Chalk Fest” in Fall 2021 to educate the general public on stormwater pollution.

Stormwater contributes significantly to pollution within the Duluth Urban Area Subwatershed. The Duluth Urban Area Streams Total Maximum Daily Load report classifies 11 streams as impaired. An educated and informed community can not only prevent pollution in stormwater, but also identify and report illicit discharges or construction activities that may negatively affect stormwater.

This grant requires a 20% match, which will be met through $1,930 of in-kind staff time from City staff including Sustainability Officer, Utility Programs Coordinator, Public Information Officer, and with 1-day event support from a Utility Operator and Utility Maintenance Worker.
