CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with Rachel Contracting, LLC for Lakewalk Shoreline Rehabilitation Phase IV for a total amount not to exceed $3,631,917.20, payable from fund 225-125-1815-5310-STRM1018 (disaster recovery fund; finance; contract services; storm surge October 10, 2018.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Rachel Contracting, LLC for Lakewalk Shoreline Rehabilitation Phase IV for an amount not to exceed $3,631,917.20.
Rachel Contracting will be responsible for shoreline rehabilitation on multiple sections of the Lake Superior shoreline between approximately 9th Ave East and 21st Ave East, which were damaged in the October 2018 storm. Construction will include stabilization of the heavily-eroded shoreline and replacement of displaced revetment stone with heavier armor stone.
The Lakewalk shoreline is of critical importance to the City of Duluth. Restoration of these areas will allow for safe public access and long-term protection of the City’s shoreline infrastructure. This is part of a larger project that has been approved for federal disaster recovery reimbursement.
Purchasing issued an Invitation to Bid on July 21, 2021, and received two bids as listed below. Rachel Contracting, LLC submitted the lowest responsive bid. The contract award amount is for the base bid and three alternates, identified in the bid documents as alternates 4, 5A and 5B of Site A.
