RESOLUTION AUTHORIZING THE PURCHASE OF WATER METERS IN THE AMOUNT OF $3,625,495.00

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to contract with Badger Meters, Inc. for the purchase of water meters in the amount of $3,625,495.00, payable from 510-500-1905-5533 (water, Public Works and Utilities, capital [incl deprec/debt svcs] capital improvements-revenue).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase of 25,000 water meters from Badger Meters, Inc.
This purchase replaces 25,400 obsolete, lead-based bronze water meters to be compliant with the 2011 Reduction of Lead in Drinking Water Act. The bronze alloy used in the current water meters contains lead; the new meters are lead-free, metal-bodied. The purchase will be paid with funds from the American Rescue Plan and will save residential water customers over $150 versus using traditional funding methods, lessening the impact on those who can’t afford an increase in utility costs.
The City Purchasing Division issued an Invitation for Bids on August 12, 2021. Two bids were received, but only the bid from Badger Meters, Inc. met the required specifications, making them the only responsive bidder.
