CITY PROPOSAL:

RESOLVED, by the Duluth Economic Development Authority (“DEDA”), that the proper DEDA officials are hereby authorized to acquire the tax-forfeited property described below in St. Louis County, Minnesota from the State of Minnesota through St. Louis County for the sum of $960 plus fees in the amount of $101.45 for a total sum of $1,061.45, payable from Fund 860.

Lot 13, Block 2, GAYS DIVISION OF DULUTH, (the “Property”).

FURTHER RESOLVED, that the proper DEDA officials are hereby authorized to convey said property to Minnesota Assistance Council for Veterans (“Developer”) in an amount not to exceed $1,561.45 to be deposited into Fund 860.

                                          FURTHER RESOLVED, that the proper DEDA officials are hereby authorized to execute a Land Sale Agreement with Developer substantially in the form of that attached hereto (DEDA Contract No. 21-860-___), together with any related documents necessary in connection therewith.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the acquisition of certain real property on the corner of W 3rd Street and Exeter Street from the State of Minnesota, followed by conveyance to Minnesota Assistance Council for Veterans for development of two housing units. Per the Development Agreement, Minnesota Assistance Council for Veterans will provide two units for inclusion in the HUD Veteran’s Affairs Supportive Housing (VASH) program, which combines Housing Choice Voucher rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veteran Affairs. Property will be conveyed to Minnesota Assistance Council for Veterans at the cost of acquisition plus a $500 administrative fee.
