RESOLUTION CREATING A PUBLIC SAFETY RECORDS MANAGEMENT SYSTEM FUND WITHIN THE CITY’S SPECIAL PROJECTS SPECIAL REVENUE FUND AND COMMITTING CERTAIN RESOURCES FOR COSTS ASSOCIATED WITH THE PUBLIC SAFETY RECORDS MANAGEMENT LICENSE AGREEMENT, SOFTWARE SUPPORT, PRODUCT UPGRADES, AND MAINTENANCE COSTS.

 

Body

CITY PROPOSAL:

 

WHEREAS, the City operates and maintains a Public Safety Enterprise Records Management System, which includes but is not limited to Records, Mobile Field Based Reporting, eCitation System, Property and Evidence Management System and NIBRS and CLERY Reporting, (hereinafter collectively referred to as “Public Safety RMS”) to be utilized by the City of Duluth Police Department and regional partner law enforcement agencies; and

 

WHEREAS, the City serves as the lead agency and the host for the Public Safety RMS; and

 

WHEREAS, the City, as host, procured, and configured the Public Safety RMS with assistance of its Charter Subscribers: The Duluth Police Department, the University of Minnesota Duluth Campus Police and the Virginia Police Department; and

 

WHEREAS, the current Public Safety RMS is owned by Tyler Technologies; the City has a perpetual license agreement with Tyler Technologies for the Public Safety RMS that includes system software support, product upgrades, and maintenance for the multi-jurisdictional system; and

 

WHEREAS, the City and its regional partner agencies have worked together to configure the Public Safety RMS for use by its partners along with local and state interfaces; and

 

WHEREAS, the city receives payments from regional partners in the area for subscriptions to limited query access and usage rights to the Public Safety RMS product offerings. 

 

WHEREAS, the City desires to establish a dedicated fund within the special projects fund to pay for the Public Safety RMS license agreement, software support, product upgrades, and maintenance costs.

 

WHEREAS, the Governmental Accounting Standards Board Statement No. 54 requires the city council to take action to commit resources for a designated purpose.

THEREFORE, BE IT RESOLVED, that a Public Safety RMS fund be created within the city's Special Projects Special Revenue Fund - Police Records Management System (Fund 210-030-3206) to pay for costs associated with the Public Safety RMS including equipment, license agreement, software support, product upgrades, maintenance costs, and other costs related to sustaining the integrity of the Police Department’s ability to provide accurate and meaningful data.

 

BE IT FURTHER RESOLVED, that revenues from regional partner law enforcement agency agreements related to Public Safety RMS be committed as the funding source for the newly created Public Safety RMS fund.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution creates a Public Safety RMS fund to pay for license agreements, software support, product upgrades, and maintenance costs associated with providing this service internally and externally for our Charter Subscribers.  Based on projections it is anticipated that the annual amount collected will be approximately $337,000.  The fund will be overseen by the IT Department, which is responsible for operating and maintaining the Public Safety RMS.
