RESOLUTION AUTHORIZING APPLICATIONS TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR FY 2023 - 2026 HIGHWAY SAFETY PROGRAM GRANTS IN THE AMOUNT OF $240,000 FOR PAVEMENT EDGE LINE MARKING AND SIGNAL TIMING ON VARIOUS CITY STREETS.

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to apply to the Minnesota Department of Transportation for grants in the amount of $240,000 to fund the installation of 6” white edge lines and preliminary engineering for signal timing on various city streets.

 

Statement of Purpose

STATEMENT OF PURPOSE:  The purpose of this resolution is to authorize the city to submit two grant applications to the Minnesota Department of Transportation for Highway Safety Improvement Program funds.  One application is for funds to install 6” white edge lines on various city roads.  The majority of the roads are rural, which qualifies them for widening from the standard 4” wide line to 6” in order to provide better visibility.  The wider marking is used to help prevent the occurrence of run off the road vehicle crashes.  If selected, the city will grind in the pavement marking and use more durable, wet reflective marking.  The markings, if placed, will save labor and material costs for the city because the more durable marking should last five years instead of the current longevity of one year.  The locations for pavement marking are shown by Exhibit A.

 

The second application is to fund design engineering services to review existing signal timing and program and implement revised timing to various signals shown on the attached Exhibit B.  The revisions to the signal timing can improve efficiency for both vehicles and pedestrians.

 

The cost estimate for the two applications include $150,000 for the pavement marking and $90,000 for the signal timing.  The local match for both projects is 10%.
