RESOLUTION AUTHORIZING AGREEMENTS WITH FIRST PRESBYTERIAN CHURCH OF DULUTH, MINNESOTA FOR PROVIDING TEMPORARY AND PERMANENT PARKING RELATED TO THE MEDICAL DISTRICT WEST PARKING RAMP PROJECT.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter an Agreement with the First Presbyterian Church of Duluth, Minnesota, a non-profit corporation under the laws of the State of Minnesota, organized for charitable, educational and religious purposes, a copy of which is attached hereto as exhibit A, to allow said church to have parking access to the city's Medical District Parking Ramp during the construction of the Medical District West Parking Ramp Project at no cost.
FURTHER RESOLVED, that said officials are hereby authorized to enter into an agreement with said church, a copy of which is attached hereto as exhibit B, to allow said church to have permanent parking access to the Medical District West Parking Ramp at no cost upon its completion.

Statement of Purpose
STATEMENT OF PURPOSE: The purpose of this resolution is to authorize agreements with the First Presbyterian Church of Duluth, Minnesota to allow the church to have temporary access to the city's Medical District Parking Ramp during the construction of the Medical District West Parking Ramp and permanent parking in the new ramp upon its completion at no cost as part of its compensation for selling its existing surface parking at the northeast corner of 3rd Avenue East and First Street to Essentia and the city for incorporation into the new ramp.

The basic premise of the agreement is to provide the church with adequate parking to replace the parking they are giving up by selling its existing surface parking to Essentia and the city so that the property can be incorporated into the new ramp, which will result in a more efficient design for the ramp and a lower, overall structure being needed to provide the number of spaces needed for the new develop...
