CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to apply for up to $100,000 from the Lake Superior Coastal Program.

 

FURTHER RESOLVED, the city of Duluth has the legal authority to accept the money and financial, technical, and managerial capacity to ensure proper planning and maintenance of the project. The City will meet the required 1:1 match by using salvaged boards from the Lakewalk reconstruction.

 

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West 1st Street, Duluth MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE:  Access to Minnesota Point Beach requires crossing sensitive beach dune habitat. In order to protect this habitat, the City designates beach access points where traffic is concentrated on dune-spanning boardwalks. The existing beach access boardwalks require replacement. The City will replace two boardwalks at Lafayette Community Center and the Park Point Recreation Area volleyball courts, respectively. The replacement structure will be constructed with pre-fabricated steel frames topped by boards salvaged from the storm-damaged former Lakewalk boardwalk. The City will meet the required 1:1 match by via the cash value of the salvaged Lakewalk boards.
