RESOLUTION AUTHORIZING A THREE-YEAR LICENSE AGREEMENT WITH W.J. MCCABE CHAPTER, IZAAK WALTON LEAGUE OF AMERICA, INC. TO PERFORM FOREST MANAGEMENT ACTIVITIES WITHIN A DESIGNATED PORTION OF THE SPIRIT MOUNTAIN RECREATION AREA, AT NO COST TO THE CITY.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute a three-year license agreement, substantially the same as the agreement attached as Exhibit 1, with W.J. McCabe Chapter, Izaak Walton League of America, Inc., a Minnesota non-profit corporation, to perform forest management activities within a designation portion of the Spirit Mountain Recreation Area to cause the regeneration of certain tree species (white pine, white cedar, and northern hardwoods), at no cost to the City. 

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes a three-year license agreement with W.J. McCabe Chapter, Izaak Walton League of America, Inc.(“Izaak Walton League”), to perform forest management activities within a designation portion of the Spirit Mountain Recreation Area to cause the regeneration of white pine, white cedar, and northern hardwoods, at no cost to the City.  The designated portion of the Spirit Mountain Recreation Area subject to this agreement is outlined in red on Exhibit A attached to Exhibit 1 (the “Site”).

 

The City, the Spirit Mountain Recreation Area Authority (the “Authority”) and the Minnesota Department of Natural Resources have been focused on restoring the Knowlton Creek watershed area, located in part within the Spirit Mountain Recreation Area, for approximately the past ten years, and have a continued interest in doing so.  The Authority drafted a forest management plan (the “Plan”) for the Spirit Mountain Recreation Area in 2011, which made recommendations relating specifically to the Site, which is a unique, naturally regenerated, old-growth forest stand of white pine and white cedar.  Izaak Walton League wishes to improve the Site, consistent with the recommendations of the Plan and the City’s Forester, through activities that will cause the regeneration of white pine, white cedar and northern hardwoods in areas with (1) an aspen overstory; (2) a canopy gap; or (3) a hardwoods overstory (the “Project”).  The Project will be completed at no cost to the City or Authority.

 

The Authority-who administers, manages, and controls the Site pursuant to Minnesota Laws 1973, Chapter 327, as amended from time to time-consented to this agreement at its meeting on Tuesday, November 16, 2021.
