Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to enter into an agreement with SAS+ Associates for Phases 1 and 2 civil engineering and landscape architecture design, cost estimating, permitting and bidding for a total amount not to exceed $113,470.00, payable from fund 205-130-1220-5319-CM205-GOLF (Parks Fund; Community Resources; Parks Capital; Other Professional Services; Enger Golf Improvements). Full proposal attached as Exhibit A.

FURTHER RESOLVED, Council approved the Enger Park Golf Course Renovation Plan and implementation thereof which included an irrigation pond expansion, extension of city water supply, new pump station electric and reconditioning of ten fairways at the September 27, 2021 meeting.

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with SAS+ Associates for Phases 1 and 2 professional design, cost estimating, permitting and bidding services for an irrigation pond, City water supply extension, pump station electric extension and fairway reconditioning to provide recommendations for the proposed Enger Golf Course renovation in an amount not to exceed $113,470.00.

The Enger Park Golf Course Renovation Plan specifies critical infrastructure that is failing and needs to be replaced to support successful golf operations. Infrastructure repairs and replacement are anticipated during 2023 while Enger Golf Course is closed to play and Lester Park Golf Course reopens for one final season. The information obtained from irrigation pond design, fairway reconditioning and cost estimates are necessary in order to secure financing through golf revenue bonding and obtain necessary permitting. This information will be used to support additional work phases, including construction oversight of the irrigation pond expansion, pump station electric extension and fairway reconditioning.

The City issued a Request for Proposals on November 9, 2021 and received one proposal in response. The proposal was reviewed by city staff for technical and cost components. SAS+ Associates was determined to be qualified and had an acceptable cost for the work, and the City wishes to engage SAS+ for these services.
